How were Leon/Claire never infected?
They got bit throughout the playthrough. Also if the water being contaminated is the reason the virus spread throughout the city how come they don't get infected when they wade through the Sewers with open wounds?

They are only bitten for gameplay purposes. Lorewise they never get bitten.

If I recall correctly, it's stated in one of the Resident Evil games that the herbs (green, blue and red) have properties that counteract the virus. Considering the T-Virus (or rather an incomplete version of it before it was restored/enhanced by Umbrella) originated from a bizarre and ancient plant in Africa, and that the herbs were originally only native to the Arklay Mountains near Raccoon City, those plants could be looked at as natural opposites of each other. Or both plants originated from alien spores from meteorites.

TLDR: It's the herbs.

That's shenanigans otherwise the protagonist would just cure Marvin with an herb on the spot.

The truth is: if the bite didn't happen on cutscene then it never happened. Beca gets bitten by a monkey in a RE Zero cutscene but i hasn't been proven that the monkey subject could transmit the t-virus.

I looked into it, and the place where it's stated that the herbs fight against the T-Virus (not cure, mind you) is in Resident Evil: Outbreak, where getting infected and fighting the infection until you get a cure is a game mechanic. That is what I was remembering.

I don't believe the herbs being a means to treat infection is a canon element. The herbs are used to patch up wounds (Literally applied directly to wounds) But there is files in some of the games stating that some people are naturally resistant to becoming zombies, or that the virus doesn't affect everybody which is why not necessarily every corpse becomes a zombie.

That is a good point about natural resistance. Either way, there are many possible valid and plausible explanations for the reason player characters aren't infected (outside of RE: Outbreak), and the series has always skirted around the topic which is why there is a lack of clarity on the subject. The devs seem to not want players to think about it all too much, but have stuff like natural resistance to infection (like in other zombie games like Left 4 Dead) or herbs to explain it away in their head happily.

Leon and Claire were never infected to begin with. Sherry got DEVIL to take care with G-virus, which in return could likely defeat T-virus.
