Report a translation problem
If you don't see these you might be running at a weird resolution (a long vertical resolution for instance sometimes cuts this off, so if you happen to run this in portrait mode). Or if you're running version 2.1.x.40 you may have the bug where if you change the quality settings various UI graphics disapear which has been fixed in 2.1.x.41.
I'll fiddle with the resolution and see if it helps, if not, handling "overscan" wouldn't be out of theme of the period the game emulates ;)

I just took a look and yes, the resizing causes the top of the screen text to cut off. Unfortunately at this time I can't easily patch the game to support ultra wide settings (we're in active ep2 development at this moment). When I get a chance to return back to this build branch I may be able to put in ultra wide screen support.
In the mean time I'd advise playing the game at 16:9 or 16:10 aspect ratio, noting that the game is artistically intended to be played at 4:3. At ultra wide mode you may have camera clipping issues and other things where you can see into rooms you shouldn't, or into the black abyss outside of rooms.
Note, the icons are there, they're just above your screen when in ultra-wide. When the menu opens it starts on 'Resume' being highlighted. If you press right once (D on keyboard) then Config should be highlighted, and if you press it twice then Quit should be highlighted. If you then select (space bar on keyboard) it should go into that menu and you should be able to see most of that sub-menu.
On the title screen if you go into Settings you should find where you can change the resolution and also put it in/out of fullscreen/window mode.
Still haven't figured out how to target enemies, so I am growing a bit tired of playing the same stretch of game over and over (can't get my character to target the damn dog jumping through the window), so I might wait until the next update before playing again.
