Customizing Player stats for a community server

I've seen some servers that have things such as increased loot rates, item blacklists, faster ring closing, etc.

Is there a list of commands or instructions on how to modify something like player speed or health, or the above mentioned spawn rates?

You can only do this by modding the community server files, so unless you can understand/write code, you cannot do this. Some of it doesn't require any coding knowledge though but it's a very tedious process.

I don't mind tedious at all
Being able to run experiments like 150 base Max HP, Pistols only, Melee only, etc would be definitely worth it
There's simply a lack of documentation/explanation on how to achieve that
