It is the same with any FROM title so far. You will have to rely on using reshade. I am using it and it does make the picture look right.
//edit: ignore this part and read my next post. That one does fix the black levels pretty much to as what it probably should be like.
I recommend using the "curves" filter at about 0.3 to adjust the contrast and the "liftgammagain" to reduce the darkest gamma to about 0.95 and the mid-gamma to about 0.975.
Also don't forget to set the ingame brightness to 5 again. You will see then, that the darkness seems more right and the washed out, greyish overlay in the game seems gone.
But I have to admit, that they improved. Dark Souls 1 was even more horrible in that term. Maybe some day, they will get it right...

Okay, so I fiddled around a bit with "Reshade" and it seems, that they did not adjust the full blacklevel spectrum of modern screens. The game seems to run in 11-244 black level range instead of the full 0-255. What you can do to entirely fix that, is use the reshade filter called "levels plus". Set the "input black point" to 11 / 11 / 11 and for white point to 244 / 244 / 244. Then it is perfectly right.
Don't use the regular "levels" filter though, as it creates clipping by cutting of greyish and whiteish tones to harshly. The "levels plus" filter prevents clipping quite well!

Well, many people do not have the eye to see black level problems or palette issues or simply do not have the knowledge about colour space. If you do not and are enjoying the game as it is, that is good.
Also on TV it might be a different thing, as your TV might already be set up as limited black level range of 11-244. On a regular PC screen you do not have such an option and thus to correct the mistake of the programmers you can use reshade's "levels plus" filter.
Just an option, not forcing anyone into doing it. But as the OP said, the black levels are definitely off, just as they were with all Dark Souls titles.

It is indeed present in some games. Especially games, that were originally developed by japanese console game developers, like Capcom games, especially the older ones. The new ones come with the REC2020 and the REC709 options, which pretty much solves it, when you set it to REC709.

If you don't want to hastle with installing and configuring reshade, I made a preconfigured zip file with the necessary files in it:

All you need to do is unzip all the files into your Sekiro game folder. Ingame you can get into Reshade configuration py pressing "Home" / "Pos 1" key and enable/disable the filters by pressing "End" key.
If you do not want to trust my files, but want to use my config, then install "Reshade" by yourself and add my config file to your Sekiro game folder afterwards:

Add them to the folder, where you have Reshade running. Once the game is up, you can press "home" / "Pos 1" and then you can select the 3 configs in the top of the Reshade interface. The default one is the levels filter, the curves filter uses catmull curves filter and the smoother step uses smoother step curves filter. All 3 have the same goal, but look slightly different. I prefer the "smoother step" and the "curves" one, but you could check them all 3 and decide for yourself. Aditionally in those curves filters you can try enabling the "levels" filter too, if you like. Or disable it."
