Follow the main road and go in city hall.

He's usually at the stage in the village hall. The guard at the entrance say he's sometimes at the village greens (the grass area in the middle), but not sure I ever saw him there.

when you first arrive he will be at the "village green" you will be told to go find him, how ever he will shortly head for the town hall and stay on the stage from there on out
