Game Breaking Bug - Mixed Legacies

After defeating the two bandits in the hideout where Rissa is being held captive. The option to talk to Rissa or the other guy and free them doesn't run. I can no longer progress through the faction story line.

yep, I’m currently experiencing this!!

I re started my game, did the same quest and made sure to eliminate ALL the enemies in the area. I noticed that Rissa's hiding/fear animation runs while you are fighting the bandits, and than stops when I kill them. So in the previous run when it was stuck in that animation it could have been because I didn't kill the fire horse elemental directly outside the building. Game could be thinking there is still danger/combat happening so it doesn't run the script.
