Us players are also waiting patiently for it atm. I guess either they forgot the schedule (I doubt it) or Steam havent approve it yet ? (Correct me if i said anything weird about the last part)

When there's a Steam sale, it usually ends at 14:00 (in 15 minutes).

At this point it seems unlikely that it was a mere oversight.. I really hope all the DLC is released by the time the final DLC is scheduled to be released. It's silly the last DLCs to be released are the ones that are basically accessible the earliest. I get they did it for promotional reasons but it's still stupid.

To be honest I doubt that it will be released on PC (even if thre are entrys in the Steam Database).
The DLCs were released in Time for consoles.

I don't see how that's a reasonable assumption, why should it be that way?

for example the Decal DLC. It came more than one month later than the Schedule said.

Playable content in my book has a different importance than cosmetics. Also, the Tank Decal DLC was free, not paid. It doesn't really add up.
