Joy loves to boss people around and everything has to be like she wants, that would get old really fast. The fortuneteller from Shen 2 has a few things to say about Joy, no spoilers.

Xiu Ying and honestly she has no competition in the game with that hot body. thick ass, thick thighs, breast, long hair and most important those "FAST moves.
Second I would say Izumi she is probably a Shinobi and she probably strongest character in Shenmue II. She is perfect for Ryo. She even invited Ryo multiple times to her appartment. Ryo said no multiple times.

I think Ryo will go with Xiu in the end. He likes older mature women after all and was always coming home for Ine-san... I mean curfew... ^_^

By doing a quick search, age of consent for Japan, China and I believe Hong Kong is 13, 14 and 16 respectfully. Of course there are probably other rules than merely being of age. Also Japan for one has wierd rules for what constitutes as sex in general.

Nozomi doesn't suit Ryo. Ryo is too quite, he needs a strong more forward woman. So Ryo probably is not the type to make the first move...
He dislike Joy is not his type at all.
The only women he actually showed attraction for is Xiu Ying.
In the Forest with Shenhua he got extremely nervous because he through Shenhua was going to kiss him.
