Game keeps applying VSYNC - 60 FPS cap?
Hello my dearest community,

Edit 31/07/15: Please keep in mind that this thread was opened during the Windows 10 Technical Preview. This Solution may not apply to the released Windows 10!

Edit 05/08/15: Aguuh mentioned in the comments below that for him reinstalling steam fixed the problem.

> TL;DR:
-CS:GO suddenly capped at 60 fps (after relogging into steam).
-Didn't change anything (CFG, Drivers, etc.).
-Vsync off ingame, in video.txt and in Nvidia control panel.
-Everything running normal when deleting CFG folder and checking game cache.
-After restarting game 60 fps cap again.

>> FIX:
Apparently the game DVR feature of Windows 10 locks the game to 60fps.
Deactivating game DVR should solve the problem.

I noticed for me it's only when I have the game 4:3 stretched.

I'm having the same problem, also running Windows 10 Technical Preview, so its probably that. Only fix I can get is by running the game in 16:10.

There's your problem.

Are your drivers set to "force vsync off"?

Yep, vsync forced off.
The problem has now disappeared.

So I can't report of any solution.
It's just fine now.

There is an Xbox app in windows 10 that has a utility called game DVR that when playing in full screen caps your FPS at 60 because that's what it records at. This can be turned off by going into the xbox app's settings and clicking the Game DVR tab and toggling it off. Honestly this setting should be disabled by default.

This is what I thought was causing the issue at first so I disabled it. It helped at first but not its capped back to 60. Even though its still off (just double checked).
Interestingly enough, the issue doesn't happen when you run games at full screen with no border.
I tried setting my driver settings to force vsync off. We'll see how this goes.

This only happened once I updated to build 10130. So I'm sure the Xbox DVR has something to do with it.

I didn't read all of your post, but you can try to check "read only" in your config file (edit it in notepad before)

UPDATE: Forcing my GeForce drivers to vsync off seems to have solved the issue.

Nevermind its back. And with DVR off AND Vsync forced off.

I turned off game DVR on windows 10, still doesnt work. BTW game DVR WILL cause some input lag for those of you who have it on.

Same here , in the console a got 2XX fps , i close console i go back to 60 and i disable DVR ans Sync (ingame and nvidia)
