From 250 FPS to 60 FPS. Valve, what the hug?
Some days when I launch CS:GO i have max 60 fps (basically have 250), also have lagging lines on the screen like they have 30 fps or smth. (ppl that thinks that i need max_fps will help, can just skip this discussion. its fps_max 999 and fps_max_menu 120)

That shouldnt matter, but still:

CPU : Intel Core i5-4440 3.10GHz
GPU : NVIDIA GeForce GTX 650 1 GB video memory
RAM : Kingston PC3-10700 4GB x2 = 8 GB
OC : Windows 10 Pro Insider Preview x64 Build 10130

Did it happen before you switched to Win10?

From what I can see your specs shouldn't run CSGO on that low fps.
Did you recently get the Windows 10 preview? If so maybe your OS is bottlenecking your performance?

That happened after I installed SteelSeries Engine 3 for my Rival mouse. well, i did that after. Then yes.

I did get it on March or even before and didnt have things like this

Yeah, i wouldn't recommend using Win10 yet. An early/unpolished build of an OS can affect a lot of programs in a negative way.

I know this isn't what you want to hear, but Preview versions of Operating Systems should never be used on main / live PC's. Use them on dev-pc's or PCs you dont use for primary ends like gaming.

It's well known that preview versions of Operating Systems can cause issues like this. I'd downgrade back to Win7/Win8 if I were you.

It's possible that in the early stages of the Win10 preview it ran just fine, but maybe an update they released caused this to happen.

I dont know, how do I check? I have logged on twitch account but it doesnt actually matter
