Random team can be really awfull or when you are 1 with 4/3/2 premade for example
The system is fine and if you are playing normal you won't receive a ban from getting kicked once from a troll team, however if you stacked your cooldowns and get kicked quite often you get a ban which is deserved in that case.
You can't call everyone a troll.
it just bring troll / grief problem and it's not usefull at all
You still receive your points for that match.
People abusing it will get banned.
You won't get banned even if you meet 3 troll teams in a row if you are abidding to the rules and not forcing everyone to get rid of you.
The chances of meeting trolls so many games a row that you receive a ban if very slim and if that happens you are banned for 30 minutes, unless you are breaking the rules by leaving /doing teamdmg etc. and stacking your cooldwon penality very high.
However the trolls which kick every game someone will get banned very fast which forces them to rethink their actions.
Well first tell me how you know vote kick abuser are ban ? second by which way are they getting ban when you can absolutly not report them once you are out of the match ? and after all this how accurate is this "ban" ?
It's quite simple there is a trigger "getting kicked to often" to receive a ban.
There is also a trigger "kicking to many players" to receive a ban.
Both need a huge amount to actually get triggered so it hits the right people.
They have the same cooldowns as you 30 minutes some hours 24 hours 7 days + stacking 7 day cooldown.
Since it is a technical function (votekick) the system regarding that is automated.
Even if you report someone and he gets into overwatch he will be judged non guilty.
Overwatch doesn't display voice nah textchat ( would be to complicated to many languages out there and overwatches are not speaking every language in the world)
No one can see in overwatch if he kicked you, why he kicked you etc. so its automated.
Ban is always 100% accurate it takes the amounts of games you played into account + the times you got kicked / you kicked somebody and then does a judgement.
If you are already on a stacked cooldown for teamkilling it might happen that your kick trigger triggers faster, at least thats what you could think by reading alot of experiences on reddit and csgo discussions.
But these numbers are only known to the devs.
tldr:
So the reportreason "griefing" is not for using functions as votekick for that an automated system registers already the kick and there valves uses their statistics to judge if a player kicked to many / got kicked to often from his recent matches and deserves a punishment.
Getting kicked should be possible on any round in the game.
After the game you can't kick anyone the people doing that start the kickvote while the last round is still running and they vote yes after they finished the last round.
There was once a block that you couldn't kick anymore after 1 team reached 15 rounds but it was removed since it gave a save space to trolls forcing a draw in the end.
