Are Class Mods +Skills Not Working Correctly?

Just started playing the game and got a nice soldier class mod (I am a soldier) which gives:-
+7 ammo regen
+2 Impact
+2 Stockpile

After equipping it though my Impact level stays at 5/5 (not 7/5 like I would expect).

Also Stockpile I have 1/5 atm and not 3/5 like I would expect.

The ammo regen is working though.

Is there no visual indicator at all to tell you if the + skills are actually applied? Or are the soldier class mods just broken!?!

The additional levels don't show up, but as far as i can tell they work. It's the same with health regeneration.

Ok, thx. I've not played BL1 in a LOOONG time. I seem to recall the mods in BL2 actually showing the +skills and assumed it would be the case in BL1.

I'll assume they are working as they should. Next time I see a good class mod with something I can easily test I will give it a try.

They work but don't show in BL1 like they do in BL2

No visual indicator, although it's important to note that you do need to put at least one point into a skill for a class mod to work.
