dude just amazon.com the physical box and install it off the disc

Likely this would still require a huge download because of the updates they have released since the boxed version.

I don't beleive they have updated it since the legenday edition was released have they...?

Legendary Edition should be the last version. Ever. That's the point of GOTY/whatever versions of games (unless they made a mistake and will need to make a hotfix for it),

They will still come out with patches to fix issues.

Morrowind, Oblivion, Fallout 3 none of thse got an update after going goty.

Fallout 3 did. It was a small one. Fixed a small issue that crept up just before release. It was included with the download.

Morrowind did too, though it was also included with the Steam version as the game had already been out long before Steam.

That is still a patch and changes the version.

Added content, no. Except for mods.

Not all GOTY editions are like that though. Some keep releaseing new content, just not usualy this Publisher.
