Civil War Bug
On the Imperial side of the quest "Message to Whiterun", I report to Balgruff who then points me to Cipius. However, Cipius only has generic dialogue, and thus I cannot progress further. I don't want to skip the Battle of Whiterun, please help! I tried using the console first as a rule of thumb, but that didn't work. Then I went and got the unofficial Skyrim patch -- no luck.

I would really like some feedback. I've seen others have this issue, I would like to have it resolved.

I'm sorry it has taken so long to get you this information. I started having the same issue a couple days ago. Anyway, I realized that one of my mods must have been keeping the Cipius response from happening. What I did was to disable all of the nexus mods and try getting the battle started that way. I still do not know which mod it is, but I was able to get Cipius to respond and start the battle. Luckily, I did not need any of the mods to play the Civil War. Once I complete the quest, I can activate the mods for the rest of the game. Hope this helps.

Actually, just today I worked out a possible different cause of this "bug." I use "" because technically, if I'm right, it's not actually a bug. At least not in the usual sense. In my case, it was ebcause I have a very tiny bounty on me in whiterun. Check "crime" under "general stats" in the pause game menu. i noticed all of whiterun's guards were saying the same thing, so I decided to check and low and behold, there was a tiny bounty like i said for only 125. Which apparently is enough it makes the guards suspicious of you, but not enough they'll try and arrest you. So I used this console command:

Type: player.setcrimegold 0 000267EA

0 = the bounty amount on you
000267EA = the area code for Whiterun.

I didn't have to disable any mods... it just whitewashes the bounty on you and voila. I literally did it while standing in the room with Cipius. he gave me the "hey, I know you!" line. I hit the console command, hit E on Cipius and boom. Mission completed. I'm only a test-sample of one so I don't know if this actually works in all cases but it's what solved it for me. Hope some folks check this out so I can verify!
