The only MMO who managed to do it I know of is EVE Online.
But like you said, the actions should have consequenses. You can't fail in Skyrim and the world doesn't really react to your actions. It feels alive for a while, but gets very scripted and dead after a while.
"The way this game is going" It's actually been around nearly 2 yrs with 3 DLCs so it won't be going anywhere it hasn't already been with the exception of player made mods. Maybe a linear RPG game is more your thing like Dark Souls.
As far as Skyrim & SRow go. They are both fun games and I'm not sure why a detailed spoon fed linear story makes you any less of an "idiot". In Skyrim you create your own story.
That really screws up game play.
Sorry if I assumed the term Elder Scrolls (mentioned by the OP) refered to the MMO being released next year. Some confusion on my part. Yes, I agree .. there is an enormous difference.
I also like Saints Row but it doesn't seem to have the replayability that Skyrim does. There seems to be more to do in Skyrim especially when it is easy to open up the CK and change something if you don't like it.
