Can't buy plot of land anywhere

hi.
iv'e been trying to get a plot of land in skyrim (hearthfire) but i cant for some reason...
i've completed the faction side quests (stormcloak rebellion) and for some reason i cant buy a plot of land..
haven't done any DB quests or anything like that..
iv'e tryed everthing in morthal, falkreath, and dawnstar, but just wont Work.
don't know what to do..
im lvl 24 btw

Read the note the courier gave you. That starts the quest to buy land.

As above or go to Falkreath and talk to Jarl, go through dialog with him then close and then retalk to him(only if he doesn't offer land first time round).

Falkreath, a courier comes to you after you get Breezehome in Whiterun at around level 10. You need to read that note from the Jarl of Falkreath to start the land purchase in Falkreath. After you do the Jarls quest to rid bandits in a mine, Nenya (his steward) will sell you land.

Dawnstar, head up to dawnstar and go to the inn, you meet a priest of Mara there who starts you on a quest to look into why people of Dawnstar are unable to sleep. Finish that quest and Skald (the Jarl) will tell you to slay a giant close to Dawnstar. After that you can purchase land directly from him.

Morthal, show up in morthal and listen to the jarls steward talking to the villagers. After that, go to the inn and talk to the inn-keeper about the house that burnt down. When you follow the inn keepers direction you can visit the Jarl and she will start you on a quest to find out what happened with the fire. After you finish that, the steward will sell you land.

Once you get property, you'll want to have a steward of your own. I've used Sven, Roggi and Golldir(?) as stewards (you need to do a quest for each to gain their trust and then bring each to the property you want them to be steward). Also, each Jarl will offer you the title of Thane which you will need to do 3 quests for three townsfolk in each village. After that you'll be given a weapon and a Housecarl. You'll need a housecarl and/or steward to protect your property (since it's in the wilds of each of the holds (and are attacked by various things).

Roggi Knot-Beard is in Kynesgrove, a town just north of Windhelm.

Golldir can be found in Hillgrunds Tomb ( if you follow the eastern road from Whiterun around the north side of the High Hrothgar mountain past Valtheim Tower, as you travel that road you go downhill and to a bridge before you cross that bridge you'll see a path way to the right. That leads to Hillgrunds Tomb).

And Sven, or coarse, is in Riverwood.

well i were lvl 16 i think when i bought hearthfire, and downloaded it. but no courier ever came to me... i got breezhome, nad hjemir.
and iv'e tryed to do all the quests possible in the cities, and i am thane in all of them too. (morthal, falkreath, dawnstar) but nothing helps...
also tryed to reinstall skyrim and hearthfire...

and i think its because i have compelted the whole quest line about stormcloaks. so most of the jarls have been switched out.
