Not 1 single issue
I think its more on your pc specs because i went past 3.1 LONG LONG ago

Ive 8GB of ram and 64bit windows7 and i went past the 3.1gb mark a long time ago. I have tons of mods which take up HUGE amounts of ram and GB such as all of JackGa's stuff and also loads of high res outfits and textures and other files and not had 1 single issue yet
The only times i do CTD is the odd time i wear an outfit and it glitches. I think this has happened twice and i just removed the outfits and dont touch them. Only other crash i get is when i load up my save and it stays on the loading screen - this happens to people who DONT use mods as well
So i think this might just be scare mongering

Well, it might be. I mean I do have ALOT of mods, the only time I crash is seemingly when I enter 2 specific areas in the world (which i dont know the cause of) but still, I figured itd be safe to spread the word.
I just get the feeling all this is gona go is make certain people tell others what they should do were as before hand no one gave a crap and just modded like hell
If anything the whole crash issue depends on your pc and its specs. if your running a low end pc then expect crashes and lag because its ment to be a high end run game
Skyrim definately has a RAM limit. At it's core, Skyrim is a 32-bit game with a 2GB RAM limit. It was extended to 4GB using large address aware. Exceeding that limit will indeed lead to instability and crashing. However, having plenty of VRAM helps cope.
Gopher isn't exactly someone who "seeks attention". He's pretty big int he modding community.
All im saying is i doubt its to do with the ram because i went past 3.1 ages ago
Its more to do with the specs of the pc and WHICH mods your using which would be the more obvious choice
OT: It's good for people to be aware there may be a limit.
I highly doubt you actually managed surpass 3.1gb of ram. Just because task manager says you are using 4GB or so of ram, doesn't mean Skyrim is. You have to take into account background processes and memory reserved for windows.
