I think it has something to do with the memory.
NMM told me I couldn't load two specific mods due to a memory problem, but I just assumed with was nothing so I manually installed them. Could it be the mods I manually installed perhaps?
Entering the candleearth hall inn, leaving.
Going to the apothicary in market area of windhelm, leaving.
Going to the castle of windhelm and entering the infantry barrack, leaving.
Repeat a couple times and you will quickly know if your setup is well under the 3GB limit.
If you want to test out the infinite loading issue you can also add this in between loops:
Fast travel to markath or other citie and enter/leave one or multiple cell in the city.
Fast travel to exterior cell and enter/leave them. (I use Eldeream Sanctuary)
Fast travel back to windhelm."

Those two mods alone shouldn't be crashing your game. Have you tried using a different mod manager? The nexus mod manager is known to be buggy.
I only crash when I run through towns slaughtering everybody XD
I manually installed these. The manager gave me a message saying there was an error about being out of memory, and I just thought the manager was just being buggy.
