Failed to download a subscribed file! Steam error 16
I just intalled Skyrim on my new computer, and I get this message when I start the game and wait for the mods to load:

"Failed to download a subscribed file! Steam error 16"

Anyone know how to fix this?

Not at all, I have 70Mb/s. I've never had this issue on other computers, but for some reason it refuses to synch my mods.
This might sound like a stupid response, but you registered your new computer with Steam right?
Yeah, and I am running Skyrim from Steam. I was thinking maybe their servers had problems, but that can't be if none of you guys have the samme issue.
Did you get it on a disc? If yes, first delete it and then install it from the disc. Long shot, but worth trying it for some moddy goodness.
ya i've got the same problem... mind you my internet connection could be best described as "dirt speed"
I think the forum work they are doing is affecting the Steam Workshop because when I tried to go on he forums I got "The Steam Users' Forums are currently undergoing maintenance as we migrate to new hardware."
Since the most recent steam update I have also been getting this. I never had a problem before that but now I have to try several times before mods or mod updates will go through on Skyrim. Like Steam workshop wasn't dead enough already.
Update: Turned off firewall to do mod updates. Only had to try twice to get it to work.
Not sure if this will help anyone or not but it did fix the problem for me. I kept getting this same error everytime I tried to add another mod. Please read the following. I did stay subscribed to the unofficial patches but everything else I have has been unsubscribed and I was able to get the mod I wanted without the error.

Try to unsubscribe from them, it will not remove them from your game, just stop the checking for auto updating and you may find it gets sorted?

I've got about 30/40 Workshop mods on top of some from the Nex and a good few of my own, but no Workshop mods are left as subscribed because basically there really is no need to leave them subscribed once you download.

I just check every so often to see in any mod I really, really like has been updated, just like we all did before any Mod Manager utility added auto-checking. Much preffered the non-auto updating method as then you the 'player' has full control over what is happening.
restart steam , restart computer
I had this problem and found a solution:

Unsubscribe all the mods, as Beneder said they will not be deleted, then as soon as the error message that says "Steam failed to sync with subscribed mods!" go to data files, scroll, and it will refresh the list with hopefully your newly subscribed mods
