Just disable STEAM gaurd from your STEAM Client's settings.
Also, the "cookie" is stored within the STEAM folder, not in your browser folder [as I also clean my internet temp folders and cookies once a week to free up space]. What I have noticed is, if you input the code for STEAM Guard and DO NOT properly shutdown STEAM [ie you shutdown the computer and it will auto-exit STEAM], then it will keep asking for the code.
What you need to try is to input the code, let it validate, then exit steam once it finally loads. Once you relaunch STEAM, it shouldn't ask you anymore for the code on that computer [regardless of your browser having cookies].

I believe you have to disable it from the Client.
But it was good to get your posts about the Steam Guard mess. Appreciate it. :o)
