Latest patch level cap?
i saw on the latest patch notes after quite some time away from skyrim about the new 'LEGENDARY' skills refunding skill perk points which seems great.
However i am level 53 and everytime i level i am getting extra overall perk points, is this meant to happen? is it a bug? or does this meant i can eventually max out every perk in the game legit.

Eventually you can max everything out, yes.
You can max everything out yes. But do you really want to. Magic will become useless the higher lv you go. Since the ai will get more resist to it. So it best to just get talents you want and stop leveling. You be forced to glitch items to be Overpowered to even make potions that will make magic useful again. Such as illusion spells if you level to high your forced to make Overpowered potions to even make the spells work like charm and etc. I am not sure totaly if the npcs cap out or just keep leveling with you past lv 81.
I think the NPCs still cap out at 50. Could be wrong though? Still experimenting with this as I have only two skills on Lengendary. Although one of these, Destruction, is nearly back to 100.
I know some npcs were higher than lv 50 in the dlcs. I dont know if they level cap or not. From the wiki before the 1.9 update they reached to lv 81 in the dlcs so i dont know if they cont to gain levels. And I noticed some better npc mobs in dungeons as well.
I don't quite get this legendary thing. When you make a skill legendary, what you do is practically erase it right? Back to skill level 15. You are again all stupid on that skill and have to train it again. A warrior that makes two-handed "legendary" would actually be fighting as if he was level 1 back in Helgen. Instead of doing tons of damage with his sword he would be back to doing like 17 damage. Or do I have a wrong impression? I haven't reached those levels to see how it works.
Well you go back to 15 and whatever skills you used up to that but you also get all the perks back that you have used on that skill when you got to 100. I found that continually using the skill got me back to a reasonable level quite quickly. But that was on destruction and I did have a few high Destruction spells in my inventory. I made sure I had made them up before I went Legendary.
If you make a skill legendary, you get back all the skill points you spent. So for example, if you had 2 handed maxed out at level 100 and had unlocked 5 perks, when you make it legendary, 2 handed goes back to level 15 and you lose all unlocked perks, but you get 5 skill points back to spend when and where you like.
But then it would seem better for a warrior to make legendary pickpocketing or illusion instead, things he doesn't use. There's nothing "legendary" in the "legendary" skill. Here comes Gandar the Unready, with his legendary skill in two-handed, who can barely kill a skeever with it. Until he can level it up again, but only to the same skill he had before. A legendary skill level 100 is no better than a regular skill level 100. I think it would have been better to make skills truly legendary by removing the skill cap and allowing you to reach level 200 with them, even if without new perks. The net effect on allowing the character to ge beyond level 81 would be very much the same, but then you could really talk of a "legendary" skill.

I think you have a point, in that the term "Legendary" is a bit confusing. Also, a clearer description from Beth about what it actually implies would have been nice.

I think the choice to reset the skill is o.k. Just removing the 100 cap would mean that you'd soon get to a point where the hardest thing in the game would be to find anything vague challenging.

As other posters above have said, you effectively get a new cap on the total number of perks you can amount in the game, the number of extra perks being equal to the number you've spent in the relevant perk tree. Having to trade something for that seems fair enough to me.

The net effect is certainly one I appreciate, as I now no longer feel a depressing foreboding of never being able to explore the perk tree any further in a particular game. In my first game, that feeling ate away so much of my fun when I was nearing level 80 that I dropped it and started a new one. Now I'm even thinking of returning to my first game once in a while, since the joykiller has been removed.

Of course, markdb92 may well have a point that eventually getting all the perks available will also make some things too hard to do. I've only legendarized one skill so far, so I have no experience with that, yet. I wouldn't be surprised if there's some balancing there that hasn't been fully worked through, but at least when it comes to the basic idea and mechanism, I'm very happy. For now.
