To answer your question, if you kill someone, they are usually replaced with someone randomly generated. I'd wait a while or reload. The merchant there isnt the best anyway.
That don't happen at all.
On my game, Belethor was killed by someone, certainly not me, and his store was still closed. Since last week. Belethor got a partner, or at least a helper, he just walk about and chop wood and clean the floor in the shop when I broke in after Belethor's death.

You're joking right? He's the main trader I use to sell my junk to and he's seemly to be most richer than all traders in Whiterun. However there is a mod that upgrades Whiterun into a properly trading city and another mod is to add 7 travelling merchants with 7000 gold each.

Not bad although the Traveling Merchants do sell things a general store would sell rather than a skooma alone :P
And the whiterun upgrade does help a lot as several of the new stalls sells in a specialist section. I just wanted to add the mods there to help the people who couldn't sell some of their stuff or a merchant got killed which made it harder to sell more stuff.
