Guards and NPCs attack me in Solitude?!
I went to Solitude for the first time for the Diplomatic Immunity quest. Strangely enough when I saw the execution the executioner didn't do anything, just stared at me, and the only person there was Taarie (that chick from the clothes store if I didn't get the name right). I went into the inn, talked to Malborn and came out where a guard attacked me with no provocation. I didn't have a bounty, I wasn't a vampire and I didn't attack anyone. Out of nowhere Talen-Jei (no other NPCs attacked though; noone was around) attacked and a dozen other guards then attacked me and the stray dog I had as my follower.

I'm wondering if this is a bug or anything, and I don't know what to do. Help?

Hmm, very strange, If you have mods maybe disable them all and start fresh?

It could be as simple as killing a chicken at some remote farm, but that would show up as a bounty. Try from a previous save, or another further up. For those that don't beleive in having a lot of saves, this is one reason that will save your bacon.

I don't believe in saving in a different slot every single time like a friend of mine does but I tend to use a different slot for things like before choosing to be a vampire or when I introduce a new mod to my game. That kind of stuff.:falkwreath:

I'm wondering if loading between saves caused it, because I haven't seen such a wierd glitch before. I'll try reloading my game or load from a previous save and see if it still happens.

I just encountered this in Whiterun (special edition of Skyrim) with unofficial patch install and no other mods. I walk to Breezehome no problem to unload loot. I exit Breezehome then Uthgerd the Unbroken randomly attacks me and the stray dog, idk what is going on, but have to defend myself. I reload a save game and leave the stray dog inside Breezehome, same thing happens (Uthgerd attacks me). I decide to just continue. I walk into Dragonsreach and try to walk up the steps (was going to go to enchanting table) and Balgruf and his court all start attacking me. I run outside and now all the guards start attacking me when they ignored me before. I had no bounty, no vampire/werewolf, and no clue what was going on.

I have a thought that maybe the stray dog counts as a wild animal or has a faction for some reason and since it became a follower it counts you as the same. But this is crazy.

Hmm interesting. I found Meeko (think that's the dogs name) and have visited all the towns with him and never experienced this. So I doubt it's the dog causing this.

this is your problem
She will occasionally attack you for no apparent reason upon entering the Bannered Mare. She will not accept your yield, so you may have to kill her. However, if you are able to sneak and stay out of her sight until she stops pursuing you, she will no longer be hostile. So long as you let her attack first, killing her does not count as a crime

I can only now guess at the original post but I suspect they had removed mods they shouldn't have. maybe , maybe not.

Well, reason I mentioned the stray dog is that I had just come from Whiterun before to unload loot and didn't have a problem. I went back out to another bandit camp, happen to get the stray dog random encounter and came back to Whiterun with the stray dog after clearing the bandits to unload loot again, which then I was attacked.

Odd, but she attacked me outside in the streets not in the inn. Also the Jarl and his court attacked me. Wonder if a similar bug there too.
