Application load error 3:00000065432
I've tried running Steam as Admin, reverting steam versions back from Beta, as well as running the Steam integrity check on the Skyrim files. Nothing seems to work. Any ideas on what this error message means?

Don't do this. Ever.

I had the same problem. Restarting my computer or signing out seemed to fix it.

Deleting system32 is a big help. It gets rid of all the bugs and glitches in the vanilla game.
