I tryed tutorials found in steam forum,
And it fixed partially things with half mods not checked inside the launcher.
next: I tryed my own silly method, a mix of different guides lol , and it did not worked either:
I moved every mods to a temp folder.
Removed unofficial patch.
Unsuscribed workshop mods, i kept them as favorite/bookmark.
I uninstalled steam , kept a copy of steamapps folder elsewhere, reinstalled it.
I subscribed again to 47 mods.
I don't remember but Mods was downloaded to userdata/xxxxxxxxxx/ugc
or elsewhere.
I verifyed skyrim cache
I installed unofficial patch.
Used tes5edit on update, dragonborn, heartfire...
I ran skyrim launcher.
Skyrim launcher checked workshop mods and was moving downloaded files to skyrim data folder i think.
The first skyrim launcher start, only 26 mods was detected
next launch 47 but caroline follower mod, breeze home and two other mods was not there.
I moved back my saved mods from a temp folder, kept most recent files while copy transfer was ongoing.(files downloaded by workshop)
I ran the skyrim launcher, this time my missing mods was there, most items marked as subscribed but no check mark yes/no present for Caroline follower mod breezehome and two other mods.
Next i ran loot.
I tryed again to unsuscribe, suscribe the missing mods,
Launched again skyrim launcher.
Now i'm back with every mods marked as unsuscribed.
Launcher disabled workshop mods.
Edit:
removing off:
C:\Program Files (x86)\Steam\userdata\29567878\ugc
Reset all settings with steam://flushconfig,
is maybe a step to try ?

I followed lija's steps again,
It's what is fixing most problems with workshop.
2 Maybe unnecessary
I ran a downloaded steam installer, i kept everything.
I reset settings inside my browser:
steam://flushconfig
still one or two random mods not downloaded.
I had to copy again the missing mods from my backup folder.

I played the game with skse, there is no message about missing mods.
It's loading fine.

I didn't explained steps i used.

i use the french patch non official for skyrim.in tes 5:
I extracted french strings from
Correctif - Skyrim.bsa
Correctif - Dawnguard.bsa
Correctif - Hearthfire.bsa
Correctif - Dragonborn.bsa
and put them in data\strings.
tes5edit i use only the methode used on the wiki for:
Update.esm
Dawnguard.esm
Hearthfires.esm
Dragonborn.esm
and don't try anything else.
each time i right click on the esm from the list,
1 other, localization, language, French, apply language.
2 apply filter:
check mark on conflict status inherent by parent everything else unchecked.
3 right click on an esm, remove "Identical to Masters" records.
4 Undelete and Disable References.
5 close tes5 between each esm check.

downloaded them one at a time

LOOT (Load Order Optimization Tool) came up above. This tool is supposed to be ran to sort your load order before you start to play. It is strongly recommended to so, or you may face various problems, starting from slight glitches to completely messed game and even persistent CTDs.
If you are unfamiliar with the load order, then I recommend watching these videos. We can't really give proper help to peoples with other matters, if they do not keep their load orders in check.

Three with a big 'NO' to subscribe in game data box.
The other is there and OK (go figure, I deleted it from my subscribe mod list in workshop.)(I think I got it back from rubbish bin not sure)
Through MO all are unmanaged and are working, so this is where they will stay.
I do not use NMM or workshop anymore, for the last few months, so it is not really affecting my game other than my own stuff ups.
Finally - someone knows what a roc is :-)
