Becuase if you could, then others would be up in arms about the devs making a kid killing game. Though this game IS rated Mature. So I don't see why the devs would even care.

Why cant you fail at specs is a bigger question that should be asked. If I have a low bow skill how come I can still kill pretty easy with one...

It'd almost certainly get an Adult-Only rating in most countries, most stores refuse to sell games with that rating and advertising them isn't gonna happen.

Apparently Bethesda anticipated child-killing mods, because from what I've heard, if you kill a child, you will actually get money and letters from their "rival children".

Because if a series gets the rep as child killing games it ends up with a vastly different market. Fallout 3 had killable children and it has a vastly different demographic than the Elder Scrolls. As their first game with children, they didn't want that. They didn't want Skyrim to be identified as that violent game where you kill kids.

I continue to be amazed that people don't understand this.
