Do I need skeleton key to obtain this name and what happaens after I read Oghma Infinium? Is it some sort of titul or only achievement?

Skeleton Key does not count for Oblivion Walker achievement.

Completeing Oghma Infinium gives you a permanent skill "boost" accoring the path you will choose. (That was almost poetic. *Badabambam*) You can select 1 from 3 character archtypes.

No, the skeleton key does not count. Reading the book, doesn't effect the achievement. As long as you had it at one time in your inventory, it counts. Sometimes, however, the Oghma Infinium is labeled incorrectly and there is a glitch where it doesn't count, because it is not recognized by the achievement. It is a pretty rare bug. Because of it, you have to obtain another artifact in order to get the required 15 artifacts. For me, I had to exploit the Hircine quest to get the Savior's Hide and the Ring. Hopefully, it'll work for you. Mine was a pretty rare glitch.

No, base skills can only go up to 100 in Skyrim

False i did it a few days ago with all the unoffical patch. You need to help the werewolf than when he say good bye to you kill it and skin it. You will get the savior hide and when you walk out to skyrim hircine will give you the ring.
