OP, silly question, but do you have the most up to date drivers for the xbox wireless controller? Sometimes the most easiest fix is the problem. Plug and play doesn't always download the latest drivers and you need to manually update. I will help try to search for some other potential reasons why you might be getting this.
I use a wired Xbox 360 controller and do not have any issues with lag or anything. If you're using a wireless one I am guessing you bought the adapter, have you done all the steps to set it up as shown here?

@hamsterbytes Skyrim is better played with a controller IMO. I hate the way combat works with the mouse because the buttons can never seem to get the power or regular blows right, at least in my experience. Even SkyUI works great with a controller with all the subgroups for favorites it has and all the different group weapon sets you can use.
