Saw the original Trigger once, live, and he knew lots of tricks including unpacking 7z files.

There should be a readme with install instructions. SImply move the appropriate files to where you're told and let them overwrite.
If they don't have an installer for 1.7, they will probably have it once 1.7 is out of the Alpha stages [which should be reiterated; 1.7 is an Alpha build and is not the official build].

As Incunabulum stated, the instructions are there; just move the SKSE files to the SKyrim Folder [NOT Data Folder], and move anything inside the scripts folder to the scripts folder of yoru Skyrim directory. Just make sure you uninstall the old files first.
[What I like to do is make the SKSE Script into an archive, and install them using NMM; like what Gopher does].

I just checked, 1.7 installer is up

You shouldn't need the scripts folder - that's for modders.
You need the scripts, that what SKSE does; it adds new scripts to Skyrim [you are probably thinking of the "Source" folder]. I am pretty sure this is correct.
SKSE Install info:

[ Installation ]

1. Copy the .dll and .exe files to your Skyrim directory. This is
usually in your Program Files folder under
Steam\SteamApps\common\skyrim\. If you see files named TESV and
SkyrimLauncher, this is the correct folder. Do not copy these files to
the Data folder as with a normal mod. The "src" folder is only useful
for programmers, most users can ignore it.

2. Copy the .pex files in Data\Scripts\ into the Data\Scripts\ folder of
your installation. The .pex files are needed by all users of SKSE.

3. Copy the .psc files in Data\Scripts\Source\ into the
Data\Scripts\Source\ folder of your installation. The .psc files are
only needed if you have the CreationKit installed and intend to create
or compile Papyrus scripts.

4. Launch the game via running skse_loader.exe. Steam must be running
before launching Skyrim.
It's no biggie, just making sure people install it correctly [I don't want more "Need Help" topics =P ]

You're probably right.

@Shocks-go seahawks, that was a lopsided superbowl-has denver showed up yet. Anyways today i went to the SKSE site and downloaded what i thought was the SKSE installer 1.7, but when i went into my downloads the only thing i found was SKSE 1.7 7z and not the SKSE installer 1.7 version i clicked on. i need the installer, as i am stupid when it comes to computers, i am 56 years old and grew up in a time when computers were a thing of the future and not of my time. this PC i have was bought to play SKYRIM as i was addicted to the game through my PS3 version, but it sucked on the PS3 so i bought my pc, Now i am just trying to keep my game of Skyrim up to date, but the SKSE site lied by not giving me the installer version of SKSE 1.7 that i thought i had download.

@Kelvy, did it ask to overwrite SKSE 1.6.16 rel 44 or did you delete SKSE 1.6.16 first then install the new version
★Kelvy★ Feb 13, 2014 @ 6:15pm
NO, I downloaded it in download folder as skse_1_07_00_installer (application) 300 kbs. I just clicked on it and it loaded /overwrote 1.6.16 rel 44 itself and is now in game details(savepage).

Any problems you can see so far in the Alpha, kelvy?

I have had a couple of problems with 1_07_00 or so I think. One was with armour that came up with a mauve look and no other texture. Another was followers that went into combat mode and then refused to come out of it. I tried to talk to them but was completely ignored with no dialogue script coming up. There was no enemy in sight but they had been fighting wolves and bears which we had disposed of. I ended up reinstalling the previous version of SKSE and the SSME memory expander. I have not had time to see if this will fix the problem.
