Open the console and;

once you load up do these (note on this area, some of the chests have a lot of stuff ain them and lock up weaker computers)
set timescale to 9000
exit the console, wait for 5 minutes. Best to just walk away from the computer.
After 5 minutes 30 in game days will have passed. Now do this
set timescale to 20
coc whiterun
Once you load up fast travel to Solitude and see if the festival is over.
The problem is I cannot take the quest because Pantea is stuck in her festival dialogue and other quests including rjorns drum and the lute don't affect anything

I will try that and see if it works however I'm sure that more than 30 days passed since I finished this quest. We'll see
I did as you said and when I returned to solitude the NPCs were still "celebrating". Do you have any other ideas?

Some of the bugs are:
The quest markers are misplaced pointing to where the NPC was in the festival, it isn't a big problem as they always are in solitude
Pantea doesn't want to give me the quest for the flute, are some conditions needed or I won't be able to get it at all?
