ENB is a mod that tries to create more realism in vision. And since your eyes only see in 20fps, that's why they lock it around that number, obviously.
Background programs in Windows can have a huge effect to your game. Also, there are settings that you should be aware of.
Start with this and see how it works for you.

Uninstall your graphical ENB for now.
Make sure that you install ENBoost properly first and then select a graphical ENB that does not clash with it. Note that you will have to work with some of same files, when installing your graphic ENB, so make sure not to direclty replace any files from ENBoost, but edit them instead.

I have 180 mods + 2K HD Lite + RealVision ENB + SMIM + Dynamic Snow + Ultra settings + Standard height grass: with GTX 660.
No stutter, not crashes and FPS between 45-60.
It is all about how you configurate your computer and game. Buying a better card wouldn't actually allow me to install any more mods - or it would allow me to use more graphic mods, but there is absolutely no need.
In short, your comment was 100% rubbish.
My game looks like this, except that I have toned settings for days to be a bit more brighter and nights a bit more darker. The RealVision ENB got also tweaked by the author, so my game tone is slightly different. The list of relevant mods and textures is still same.

People may be hugely surprised how much garbage is pre-loaded on boot/Startup. Often the user installs a program which by default will load other 3rd party programs
Also, many popular programs pre-load components so that when selected they appear to launch faster.
I am guessing IIja (Ref) has optomized/configured to X extent the OS/drivers/AV (BIOS?) etc so that any ensuing problems could be isolated to the s/w (in this case Skyrim) install and config. Big first step.

Most graphic ENBs already have ENBoost. It just needs to be activated. I did this differently my self, so unfortunately I gave you a bad advice above. I am truly sorry about that.
Do this instead:
- See the following thread for graphic ENB you wish to use and ENB binary version for it.
- Install the required version of ENB binaries, as you wold be doing the first part with ENBoost installation
- Install graphic ENB and see the instructions from it's page how to activate ENBoost with it.

And I never said that I was running with FULL HD. Take another look: I wrote 2K HD Lite.
I never said that card does not matter - Please do not place words to my mouth -, but that I do not currently need another one for Skyrim.
Better card would allow me to install certain mods to my game. My card would not be able to handle my current setup, if I would include Skyrim Flora Overhaul with it. VRAM just can't handle it. With better card, it would. Including more physical memory would not help in this case.
Just out of curiosity; have you enjoyed playing Faalskaar? That is one of those big mods that I still haven't had time to play. I am just updating mods (Frostfall went to version 2.6) and made some notes about some my mods with optional settings for Faalskaar. Just in case. :)

For interesting additional content, I'd also proffer 'Dragon Break'. Quest based follower silliness, apparently with some dialogue written by Terry Pratchett. The content is quite adult (no nudity, more the dialogue and whatnot), so bare that in mind.
I apologize, if I sounded a bit tense up there. It honestly was not my intention and I could have placed my words much better: in both occasions.
And I do understand your point. I am also wondering what ENB OP might have used. What I am doing would not be possible with GTX 660, without using ENBoost and shutting down several programs that would be loading or - as MageThis said - preloading in Windows.
I am able to use 2K HD Lite and RealVision ENB; Option B Performance + mods I mentioned above, with very decent fps. Adding any more would decrease my performance dramatically.
Adding Flora Overhaul - even with performance settings - made my frames to run too slow, while thinking that my character should actually be able to use combat in this game. The Supreme Storms will slow down my fps. I can do standard combat in it almost properly - it is a bit sluggish - , but I have to configurate it down for Civil War events - and that is why I did not include it in my previous post.
My point is, that OP could configurate the game to work well with GTX 660 and still have a decent looking ENB. It does not need to be modde like mine is, but it does require working under the hood first, because even performance options for ENBs can be very taxing to GTX 660.
