If you didn't read what the Monarch perk does, it drains away 25 magicka per second from you at all times, but allows you to siphon magicka off nearby friends and foes. This is permanent. At least, until you make the Alteration skill Legendary and refund your perks spent in it.
At face value, this is an exceptionally dangerous perk to take. With a clever mind, however, this perk comes in handy for a variety of situations:
-To prevent spellcasters from casting spells,
-To prevent Dragons from Shouting,
-To render enemies more vulnerable to Shock spells if you have relevant Destruction perks,
-Can be resisted with Restoration's Descending Light and a sufficiently high Restoration skill,
-Carries no penalty to those with the Vancian Magic perk line,
-Limited penalty to those with sufficient enchantments for 100% spell cost reduction,
-Limited penalty to who use the Intuitive Magic perk for Novice and Apprentice spells,
-And of course, no penalty to those who suddenly swear off spellcasting afterward.
