Not responding in SteamVR. Merper is running on PC but not showing in VR

Whenever i open the program its running in a Desktop window and is correctly tracking me there. But in VR i'm just standing in the standard "Grid" world. The SteamVR interface is showing MerperVR as not responding.

Rift HMD not displaying at all--shows black steam start up with the grid lines

the headset will only display the steam VR black screen wtih the grid pattern moving like crazy whenever my headset moves..making for quite the intensive experience one might have on drugs I imagine. GPU is RX580 OC and Ryzen 5 CPU 16GB DDR4 with latest AMD drivers. ALL other rift store and steam library work just fine. No HMD extension cable and 3 sensor setup are all 3.0 with only the rear using the 16ft USB extension cable. Tried running in Admin, launched from desktop, launched from Rift Home and Steam...
