Actually, it sounds more like he's working with a .7z file, which would require a 7-zip program. But there are some free .rar extractors too.
So, what is the file type, Derpy Hooves? And your OS?
Windows 7 should have the .zip extraction. If the file is a .zip file, then right-click it, and select Extract All.
It will take care of the rest, and create a new folder with the same name as the .zip, in the same location.
There are 3 commonly used types of compression: .zip, .rar, and .7z
Chances are good that your mod is one of them.
If you're not sure which one it is, then right-click it, and select "Properties".
Under the "General" tab, it should have the file type listed as "Type of file", with the type in parenthesis.
