A separate sandbox mode is not currently on the to-do list. There is a debug mode/window that can be enabled by pressing F3 that includes various tools for spawning items/colonists etc.. Just make sure you have an elevator placed before spawning anything from the debug window. Also use at your own risk as the debug mode is not officially supported at this time.
