How rare are the blueprints for T2 equipment supposed to be? I've been through over 200 POI's, haven't found a single blueprint apart from the runner shoes.

Apart from the T2 equipment, I've got every single research unlocked at this point, and several thousand tech fragments and bio samples that are essentially useless to me unless I get the missing blueprints.
