It is already in the game. Info Centers sell a wide selection of Umbrellas. And they do get an increase in business when it rains.

I was wondering where the guest were getting them. I figured the smart ones brought their own. lol

Some visitors actually do bring their own as well.
You can tell which ones were bought in your zoo and which weren't by the color of the umbrella. If you have info shops, seeing the ones they didn't buy in your zoo is rather uncommon though.
