Report a translation problem
Use the game launch options.
1 Click Library in Steam
2 Righr click the Half-Life game
3 Next select properties
4 Click the box "set launch options"
5 Then enter the commands "-nofbo -nomsaa" no quote marks
6 Click ok
or try "-software" mode, intel graphics has poor open_gl graphics drivers

It has the most stable fps. But looks a little blocky.
Open_gl rendering look blurry on intel chipset graphics
Sorry the updated HL2 does not have D3D. Valve dropped all 3rd party drivers for their own drivers. They are to cheap to pay for the continued licensing of A3D and D3D.
Standard business proccess. Give it about 5 business days and if your money isn't refunded then you will have to message steam support.
Anyways while you refunded your game. The game shouldn't have any problems on modern hardware unless your PC or laptop machine is very poor. I run an average PC and i still managed to get a max of 60 FPS regardless of what system settings i put it on. You probably have a finky graphics card or something else is going on with your PC since there is no way it can drop that fast from 100 to 5
something to keep in mind.
I'm curious as to what you thought this would accomplish?
