Report a translation problem
1. Steam only took a 30% cut of the sales. They're not going to then refund a full 100% of something they're not responsible for out of their own pockets, and
2. Refunding buyers out of the goodness of their hearts will establish a very expensive precedent.
Steam isn't responsible for what happened here and can't compel Neowiz to keep the game running or give people their money back. You need to Spam Neowiz with refund requests, not Steam, but Neowiz isn't going to care anymore than they ever cared about the game.

Nothing will happen. I doubt they will get into any trouble with their scam.
This isn't APB or Hellgate, where the game shutdown within a couple months of launching.
both of you have perfectly good statements here BUT i would like to add
that this game is coming out on Xbox one
and has been out on the east for years and yet we get it for a short time
i belive its breaking alot or at least a few laws somewhere
