Report a translation problem
The problem with this gift is that it runs out fast so it's probably not worth a slot due to it's ichor cost. It also has a large cd.
Passives are kinda weak but always last forever (unless it's a Focus related Passive). Though I find the use of a Passive slot on these things questionable and generally don't even notice much difference at all.
Some items generally don't last long, can't carry many, and take ages to use, but seem to basically be twice as good as passives and much more noticable. Given how long it takes to even use them though and with how long they even last, I normally don't bother with them depending on the item.
Active skills seem to be like items in that they are much more effective than passives, but they last much longer, except the increased Gift Speed one also effects your allies. But it does cost 5 Ichor which imo is a major downside. This one I say is probably better if you can even spare the Ichor and skill slot. Very good with "Queen's Throat" though if you use the unique passive and Maintained Focus.
You can stack all of these things and double your stamina regen or cut the time to use Charge skills and Gifts by about half.
I would honestly completely ignore the Passive boosters for these type of effects given the other better stronger options you can slot for your limited options. And just stack the item and Active Gifts.

Testing
Bigger spells like Rage of Perkunas take about 2.3 seconds.
With the passive "Increased Gift Speed" about 2.1sec. About 10% faster. Hardly noticeable on it's own and honestly not worth a Passive Slot compared to other Passive options.
With the Passive "Focused Gift Speed" about 1.7-1.85sec. Probably 1.85sec so like 20% faster. Better but requires Focus. Mages imo should be using Focus builds anyway.
Active Gift "Gift Prowess" about 1.85sec. 20% faster. Lasts pretty decent especially with Gift Extension. Just kinda expensive but does stack.
With the item "Gift Accelerator" about 1.85sec. 20% faster. Should probably carry these with you or use before a fight.
