Nora wasn't changed for censorship, the reason the devs changed Nora is because of the direction that they wanted to develop the church in.

They wanted the church disciples to be taoist naturalist in their religion (essentially having their current position against technology) so they changed the appearance of Nora and Lee to fit this idea. That's how Nora's clothing ended up getting transferred to Phyllis' character model.

Changing Nora is the reason Phyllis has her current character model.

Literally above the picture of her Alpha model it says:

I really like the outfit though

I don't know, I prefer the new Nora, there is something rather casually attractive about her, the other outfit feels to me like it's trying a bit too much.
