Quest Problem (Spicy Tea)

How do you make Spicy tea, because the only tea I know how to make or get is the herbal tea, but in order to make spicy tea you need a chili pepper and tea as well as the cooking set.

Only one major problem: I can't put the herbal tea into the cooking set, maybe I need to put the chili pepper in first, BUT I don't want to risk my lone chili pepper for an experiment while I'm in the process of getting more (if I can), so are there quests that you just cannot complete, which feels completely pointless to me if they included quests you can't complete.

Never mind, you get tea and chili peppers from Sophie, 1 tea and 1 chili pepper makes Spicy Tea, I didn't know there was an actual "tea" item, I thought you had to make a drink that was tea, not the before-its-brewed tea tea.
