Does your raft game folder (where the executable is) look something like this (in yours wind32's are replaced by win64 obviously):

If not, you've extracted the archive wrong. Make sure the extractor program maintains the folder structure and does not just dump all the files in one folder.

But yes, my folder looks like the second picture. I am unsure how to attach a picture myself, or I'd show you a screenshot
That's probably the problem. Try some other extract command. As I said, if you extract the game correctly your game folder (where the exe file is) should be the way it's in the first picture. The data folder should look like the way it's in second picture.
On 7-zip I just use command extract and it does it correctly.
