And the MAR-2R has only one ballistic slot, IIRC, so the 3R is probably the best variant in vanilla.
I would also strongly upvote the Griffin, as it's one of the best backstabbers in the game. I don't have the DLC but also suspect that the Phoenix Hawk would be greatly boosted by double heat sinks.
All this is playstyle-dependent, but because those three 'Mechs have the most chance to target weak points on the enemy, I find that they benefit the most from extra heat sinking (and of course their configurations are good too.) The other SLDF models are all slow enough that they're probably looking for CT kills; because that requires significantly more damage than head or rear armor, the value of extra heat sinking isn't as noticeable. I guess there's a special mention for the Warhammer as I prefer its hardpoints to its standard cousins' layouts.
As for the list, I think there's an SLDF Zeus in addition to what you have.
1. Marauder-2R. I don't think there is a lot of controversy about this being the best mech of the game (besides maybe some might prefer the M3R). Not the most lethal BUT it has comparable killing power to top tier assaults while having the speed and initiative of a heavy. Very good hardpoints.
2. A-II: lots of available weight. The hardpoints are "just" good, with plenty of them but they could be much better if some were moved out of the CT.
3. Warhammer-7A: a bit like the Marauder, not as deadly as a top tier assault but not far while having better speed and init. Hardpoints could be better but still are very good with late game equipment, and with higher raw damage it can be better than a Marauder in some situations.
4. Phoenix Hawk 1B: superb mobility and excellent hardpoints for its weight category. It can punch well out of its weight category and do better than most heavies and assaults.
5. Black Knight B: a slightly worse Warhammer, with very similar hardpoints but a bit less efficient cause it gains some extra avaliable weight but no damage perk.
6. Griffin-2N: a much worse PXH-1B. Still fairly good.
7. Crab-27B: similar level to the Griffin-2N, perhaps a bit worse. Considerably less available weight but hardpoints are better.
8. BSK-MAZ: the Thumper makes it worse, but still has very good hardpoints, specially when considering is a HM mech (so you can have access to UACs).
9. Highlander 732: very underwhelming for a lostech assault. Yes double heatsinking but hardpoints are mediocre-bad for a high tier assault. Still a good mech overall but it can't compare to most others in the list.
10. Battlemaster 1GB: hardpoints are very good, but so are those from the WHM-7A and BLKB. There is no reason to choose this mech over those. It is basically a lostech heavy with worse initiative, which is a big deal.
11. Zeus-5T: a plain worse 1GB.

I disagree with most of your list but this in particular is easy to point it out and doesn't make any sense to me because the reason you gave, even less when put the 1GB at the third place!!!. The lostech Black Knight has exactly the same speed than the 1GB, better hardpoints, more available weight and better initiative. It is clearly a MUCH better mech.
Especially when playing flashpoints with limited tonnage, 4 x Phoenix Hawk is the answer to almost any question.
Got to the point where I rotated some of the Atlas 2 / Annihilator out of the lance, (as they often spent time trying to get to a fighting angle (even with longer range weapons)). to swap in 1 or 2 Phoenix Hawk even in very high skull missions.
But i use the -% heatsinks to reach 82,022 Alphastrike - 60.
1. Phoenix Hawk 1B is amazing and my choice for the most effective mech in the game. It's fast enough to get behind enemy mechs and packs enough firepower to take any mech with an RCT called shot. It's also fairly good at headshots. I always bring one and it usually scores the most kills.
2. Griffin 2N is the core of my inferno-based headhunter lance. It can mount enough heat-based weaponry to shut down any mech in a single volley and tag it for extra damage. It's the fastest of the inferno carriers, making it a great opener.
3. Warhammer 7A not be a Marauder but is still really good at headshots. Unlike the Marauder, the Warhammer has enough firepower to reliably kill assault mechs with a frontal CT called shot. That's why this is my go-to tank and brawler.
4. Marauder 2R is overrated but still very good. With only 1 ballistic hardpoint, it's not a 720m headshot monster like the Marauder 3R. On the plus side, it is less reliant on UAC2s and has more weapon options. I bring the Marauder when I really want to maximize salvage since it's less likely to accidentally CT the enemy like a Warhammer, Annihilator, or Phoenix Hawk.
5. Atlas II has the most free tonnage in the game. In its natural role is as a tanky brawler equipped with high-damage, spread weapons (SPPC, LBX, SRM), it can cripple most mechs without having to rely on called shots - assuming you can get close enough. It can also be equipped as a long-range sniper. I don't rank the Atlas II highly because it doesn't fit my playstyle but I can see how it could be appealing.
6. BSK MAZ underperforms expectations. It is too slow to make effective use of the Thumper. It has the hardpoints to be effective in the long-range stability damage role using LB5X and LRMs but even there, the BSK M3 does everything better and pure missile boats like the Stalker and Highlander 733 arguably have an advantage due to indirect fire.

I don't pay much attention to the rest of the SLDF mechs. Some like the Black Knight come with a lot of double heatsinks which makes them worth it to buy and strip. But without a special ability and with mostly bad hardpoint configurations, they just don't measure up to the ones on my list or even the better non-SLDF mechs.
