On a third-party website, the description for the achievement goes:
Let's dissect that description.
The term: "phase-shift" is used only once in Disco Elysium when speaking with Cuno (after you have been into Cuno's shack once), but I don't think that has anything to do with the achievement (or does it...?)
The name of the achievement suggests that it has something to do with the Pale and some kind of movement activity.
Some ideas that spring into mind are:
The "60 seconds" part is what gets me. 60 seconds? What interaction or event in the game mentions time precisely?
Each dialogue option advances time by 23 seconds, so it's possible you need 3 interactions of some... category. Pale-related?
If we choose to speculate about the name of the achievement: "Palerunner"

Now on to Pale-related items. There are some that fit this category:
Intracting with the book item, some conversations regarding the Pale specifically mention "walking". The following lines are extracted from a slightly older version of the game data:
The book is the most promising one so far. I'll try it and see how it goes.
Things I tried: talking about phase shifting to Cuno, "teleporting" up the ladder near the Feld Mural. I bought the book on the Pale, talked to the Paledriver about her experiences and solved the Pale stuff with Joyce and Soona. I internalised Jamais Vu, Cleaning out the Rooms, Motorway South. None of that was sufficient.
The only thing I can think of offhand that I missed is doing the jump to the cloak from the alternate path into the docks.
I'll try all those things today.. From the name, "Palerunner", it's got to be phase shifting as much as possible or something like that!
I was hoping for the book to be it, but no luck on the book yet. I can't seem to trigger certain dialogue branches from the book for some reason.
A reddit post from way back (https://www.reddit.com/r/DiscoElysium/comments/dworhm/the_library_materials_any_secrets_to_be_found/) mentions the book telling the OP that he can gather ingredients for the concoction from someone who has been through the Pale multiple times.
I dug through the game files and yes, such a dialogue exists. I can't figure out which dialogue option connects to it though. :/
The book also mentions some kind of meditation / ritual-thingy you can do in the Pale by walking through it and/or meditating in the Pale, but I can't get that conversation to advance any further. This is after editing the save file to give myself 20 in all attributes, so I guess that's a dead end.
The ritual mentions having to strip naked and meditate in the Pale. I tried doing that near the 2mm hole, with and without Pale-Aged Vodka active, and nope nothing.
I'm not sure if it's a bug or not, but when choosing the 3 ingredients to create the potion, only your first try counts. Every attempt afterwards causes the book to respond with the same answer as your first attempt. (The 3 correct ingredients are: Option 1 -> Option 2 -> Option 3) You get a 5 XP reward regardless of the combination of ingredients.
And that's it from me for the book.
It seems like it might be related to the Inland Empire skill, so might be worth experimenting on a high psyche/IE build.
I have also found conversations in the script where you say you don't want to be a cop anymore and want to be an Entreponaut instead. So possibly conversations you could trigger with Joyce/Kim about the Pale?

I'm gonna try looking for the book. We'll see how it goes.

Edit: Probably not available in the game. Can't seem to find anything that refers to the variable "doomed.book_buy_shortwave"
I don't see any evidence that the people analysing the game's achievements are indifferent to the brilliance of the game, it's completely the opposite.
We here all enjoy the game and some of us enjoy chasing achievements on top of that. And I made my comment about the game being brilliant as a humoured point, that the game must be good enough to warrant a group of people trying to deduce what the secret achievements are.
