Why does the peasant perk cost points?

I get that this perk is kind of a joke, or meant to provide challenge. But, since for the most part, it disadvantages players, why not make it cost nothing, or 1 point?

To stop people going peasant then giving themselves every other perk in the book.

Well, there are currently people with mauls and greatswords with dodge or bloodlust..

The scythe and sledge have very annoying aspects to them that would make dodge and bloodlust even worse.

Im pretty sure it so they don't have to balance the peasant weapons with the rest of the equipment. Most of them may seem like meme weapons but some have some weird stats and pretty wack models like branch and the pan. I don't think full armor and all the perks with the horrible jank the comes with the pan would be very balanced in ranked mode. Honestly, Id love it if the peasant weapons were just included with the normal stuff but I just play the game for the memes and not in any kind of competitive fashion.
