You don't need to be online to play Battlezone II through LAN. You just need to have Steam running. There's a difference between the two even though it doesn't seem like it on the surface.
If you want to play Steam games and want to be offline (especially in a circumstance where you will be left without internet), click "Steam" in the top left of the window and click "Go Offline". Games will run on Steam still just fine and you can still connect through LAN in the case of Battlezone.

I tried to access it just now, but it threw some inescapable error about not being able to find games that was behind a looking for sessions tab.
The GOG version needs galaxy to play multiplayer which only works online.
