if you bought portal 2 for ps3 you shoud able be able to play it on the pc

okay first of all the reason this bugs me so much is that you are able to CONNECT TO YOUR STEAM ACCOUNT while playing portal 2. so if i have my account connected would that mean that they KNEW I BOUGHT THE GAME i really dont want to buy it again just to get the Peti dlc . so eathier let thier the Peti dlc on ps3 or let me play it on the pc
