I am not able to play portal 2 on computer without code from my ps3 because i downloaded it how do i play it on my pc without buying it again?

Login to Steam with your PS3 account and you should be able to download and install it.

There is a Steam overlay, but it doesn't add the game if it was a download :(
I re-bought the game when it was on sale, so maybe during the summer sales you can re-buy it for cheap.

Try to sign out of steam and log in with your PS3 passwords. That might work. If you know someone with Portal 2 pc, get the desktop link from them. Launch it on your computer. (It will take a while because it needs to download the game)

If you still can't play Portal 2 when you are signed into the PSN account that you have Portal 2, send a message to the support team.

I do won quite a few games which I can't use it on steam because I bought them on retail. I have Crysis retail, Guild wars, Company of Heroes(with all expansions), Warhammer 40k +Dark Crusade, Dead Space 2, Age of Empires 3, Medieval 2 gold, Heroes 5 and many more.
