If multi-core rendering is on, turn it off. If it is off, turn it on.
as i said changing the video textures aren't work. That multi-core rendering thing does nothing if it's on or not and also the anti-aliasing if it's at 16x or off.
this lag is annoying
A 7th tier card won't have 16 times multisample antialiasing. You must have been changing anisotropic filtering.
What have you meant by "textures are lagging"?
Make a video, take a screenshot, show me your task manager's resources tab, tell me if you've installed a driver for your card. Show something.

4. Started the game and nothing changed
the game still has some lags/delay,
for example: at start menu(Play single player etc) i press options, it starts to change with some effects(something like cubes-thing) <--- this doesnt change smoothly, it has some lag/delay (something like the feel of your video card which can handle at medium performance and you put the ultimate)
So changing the video specifications dont change anything.
Now, taking screenshots will not help if there is a lag or not (in my opinion)

for driver, yes i have installed the video driver (of course)
so is there something else which i can change at steam or portal?
btw other games i have at steam run perfectly (LFD2 for example), but this? no...
If another example would be the loading screen, calm down.
If the real game is lagging, I don't know. There are many programs that could cause your computer to run slower than it was meant to.
If you change your system language to English I could help you by using TeamViewer to control your computer under your supervision.
I finished, somehow with lag, the storyline of this game, was hilarius and that's it. I am done!
The only game that don't want to run smoothly on my pc is Portal 2 from steam, i accepted that.
I deleted it from pc, I am disappointed and I am continuing my life.
Maybe it's my video graphics have the problem, maybe as you say some background programs cause the problem, maybe I am unlucky, maybe i don't know. I am finished, tried to fix it with my good friend the Google, but no. Good bey, have fun all.

It goes on a slower delay. for example, it goes -3x slower. the sound is normal speed, does anybody know?
I was having fun on portal 2 for 2 months then I wanted to make a custom item, I deleted an item and not knowing how to replace. Now suddenly I can't play it. I tried system restore and nothing happened. Anyone know how to fix this?
the system restore restorses ONLY THE SYSTEM.
if it doesn't work, then try reinstalling the game.
